I just bought a 4K monitor and I noticed Photoshop performed much laggier.
If I used to crop tool, I have to wait a split-second before the crop box moves. It’s jittery and stuttery, unlike on my 1080p monitor where it was butter smooth.
I tried everything they suggested online, such as disabling vertical sync and stuff.
Nope.
What worked for me was to Disable Native Canvas.

Go to Edit>Preferences>Technology Previews>Disable Native Canvas and then restart Photoshop
You should have a much more responsive Photoshop.
